One in three citizen marriages in Singapore is transnational. The wedding is rarely the hard part — the immigration path is. This guide maps the entire journey for a Singapore man marrying a Thai or Chinese partner: PMLA, ROM, LTVP, LTVP+ and PR, in the order they actually happen.
Every figure below reflects publicly available ICA guidance at the time of writing. Immigration outcomes are always at ICA’s discretion — verify current requirements on ICA’s official LTVP page before submitting anything.
The Complete Timeline at a Glance
| Stage | When | Typical Duration | What It Decides |
|---|---|---|---|
| 1. PMLA (Pre-Marriage LTVP Assessment) | Before marriage | About a month | ICA’s preliminary view of your future LTVP application — before you commit |
| 2. ROM (Registry of Marriages) | Marriage registration | 21-day notice, then solemnisation | Legal marriage in Singapore |
| 3. LTVP (Long-Term Visit Pass) | After marriage | Commonly several weeks to a few months | Her right to live in Singapore |
| 4. LTVP+ | Usually after years of marriage, or with a child | Assessed at renewal | Longer validity, work eligibility benefits |
| 5. PR (Permanent Residency) | Typically after years on LTVP/LTVP+ | Around six months’ processing; outcome discretionary | Long-term security and stability |
Stage 1 — PMLA: Know the Answer Before You Propose
The Pre-Marriage Long-Term Visit Pass Assessment is the most underused tool in Singapore cross-border marriage. It lets a Singapore citizen and his intended foreign spouse ask ICA, in effect: “If we marry, what is the likely outcome of her LTVP application?”
- It is free, submitted online, and typically processed in about a month.
- Couples who complete PMLA before marriage may enjoy shorter LTVP processing after marriage.
- It is not a guarantee — but a cautious signal from ICA before you book a wedding is worth far more than optimism after one.
We ask every couple we introduce to treat PMLA as a standard step, not an optional one. For the fundamentals, see our detailed guide: LTVP and PMLA Basics for Singapore Men Marrying a Foreign Spouse.
Stage 2 — ROM: The Legal Marriage
Marriage registration in Singapore runs through the Registry of Marriages. The mechanics are straightforward; the details trip people up:
- File your notice of marriage — solemnisation takes place after the 21-day notice period, within the validity window.
- A foreign fiancée will need her passport, proof of marital status (single/divorce documents from her home country, translated where required), and entry documentation.
- If either party has a prior marriage, allow extra time for certified divorce documents — this is the single most common cause of ROM delays we see.
Some couples marry in Thailand or China first instead, then register accordingly — the right order depends on family circumstances on both sides. This is exactly the kind of sequencing question we work through with couples during courtship, not after engagement.
Stage 3 — LTVP: Her Right to Live Here
Marriage does not automatically give your wife the right to live in Singapore. The LTVP application — sponsored by you via ICA’s e-Service — is where the file you have been building gets its verdict.
What ICA weighs, per its published guidance and practitioner experience:
- Sponsor’s ability to support the household — stable income, housing, tax records.
- Genuineness of the marriage — how you met, communication history, family involvement, time spent together.
- The applicant’s background — immigration history, prior visits to Singapore.
Processing commonly runs several weeks to a few months; PMLA completion tends to shorten it. For the document checklist and each submission step, see the full walkthrough: Navigating Marriage Registration and LTVP for Your Foreign Wife in Singapore.
Stage 4 — LTVP+: The Upgrade That Changes Daily Life
LTVP+ extends validity (up to three years on first issue, longer on renewal) and comes with healthcare and work advantages. In practice, ICA considers it for spouses with longer marriages or where the couple has a Singapore citizen child. You do not usually choose LTVP+ — you build the record that makes ICA offer the longer pass: continuous residence, stable sponsorship, a genuine shared life.
Stage 5 — PR: The Long Game
Permanent Residency for a foreign wife is a years-long project, not a form. Applications are typically strongest after several years of marriage and residence, with the marriage’s stability — joint finances, shared address history, children, community ties — as the single biggest factor. Processing takes around six months; rejection on a first attempt is common and is not the end of the road.
Plan the sequence deliberately: LTVP first, renewals on time, records kept from day one. Every document you file in stages 1-4 becomes evidence in stage 5.
What No Agency Can Promise You
Nobody — not SG Asia Match, not any lawyer, not any agency — can guarantee an LTVP or PR outcome. Anyone who promises approval is lying to you. What a competent agency does is different:
- Structure the marriage file properly from the first introduction (verified identities, documented courtship, transparent finances on both sides);
- Sequence PMLA before commitment so surprises come early, when they are cheap;
- Prepare documents so ICA’s questions are answered before they are asked.
That is the difference between a smooth application and a rejection letter — and it is built during courtship, not at the submission deadline. Our Charter commits us, in writing, to exactly this way of working — for both sides of every introduction.
Frequently Asked Questions
Can my wife work in Singapore on an LTVP?
LTVP holders may work if the employer obtains the relevant approval (a Letter of Consent route applies in defined cases, with broader eligibility on LTVP+). Check current MOM/ICA rules for her specific situation.
How long until we can live together in Singapore, realistically?
From first introduction to living together, our couples typically take 8–18 months: courtship, PMLA, marriage, then LTVP processing. Anyone quoting “married and moved in within 30 days” is describing a process that cuts corners you will pay for later.
What if the LTVP is rejected?
ICA rejections usually reflect specific weaknesses — sponsorship finances, documentation gaps, or insufficient evidence of a genuine relationship. These can often be addressed and reapplied. A PMLA done before marriage makes this scenario far less likely.
Does marrying in Thailand or China first change the immigration outcome?
The venue of marriage matters less than the quality of documentation. Overseas marriages must be properly registered and recognised; we help couples decide the sequence based on both families’ needs, then keep the paper trail clean either way.
Start With the Answer, Not the Wedding
If you are considering marriage to a Thai or Chinese partner, the responsible order is: understand the immigration path → verify each other properly → then commit. That is the order we work in.
